Teachers in Legislation and Government Regulation

Beginning of Law Decree No. 4 of 1950, which requires that teachers have a teacher certificate plus the requisite physical and spiritual health. Articles that impressed this short, profound meaning of the terms physical and spiritual health, are simply speakers analyzed the education mandated by the government expects to those who are not only physically fit, but also spiritually. Teachers who have a healthy spiritual are those who have faith in God (Allah swt) and his personality is reflected by the straight as well as applications in life, this will greatly affect the learning and in forming the desired personality of students.

Then the Law Decree No. 2 of 1989, began to elaborate on duty personnel, who called on them teachers. And still found the emphasis that educators must be faithful and devoted to God Almighty, insightful Pancasila and the 1945 Constitution. Back governments provide a necessary condition that must be owned is faithful and pious to God Almighty or in tune with the sense of spiritual health. At the Law No. 20 Year 2003, the government began to separate educators and educators, both in terms of understanding and role, in which there is a description of the duties, rights, and qualifications.

In chapter outlining educators and educators, the emphasis on personality not found desirable in themselves as educators in the previous chapter. So also in the Law No. 14 Year 2005, in Chapter II and Chapter III, Article 2 and 7 again describes the position, function and purpose of teachers as professionals, as well as the principle keprofesinalannya, and in Chapter IV, Article 8, there is little mention that teachers must be physically and mentally healthy. However, the explanation is a healthy mind and body is the physical and mental health conditions that enable teachers to perform the task well. Physical and mental health conditions is not addressed to persons with disabilities.

The long journey of this nation in improving the quality of education, particularly in view of the problems of teachers and, step by steps are not easy, the birth of the Act or Regulation which tend to be time consuming not less, should be understandable, as the diversity of cultures and religions held this nation. Although not yet achieved satisfactory results, but Indonesia has managed to solve problem after problem in education. Indonesia and hope the future is not a false hope, because reform efforts continue to be made in all areas.
